In very deep, undisturbed fine sand it is possible, and in practice it is rare in home tanks with any burrowing life or a periodic stir. Keeping sand to a couple of inches and running a finger through it occasionally is enough.
How do I clean sand without sucking it up?
Hold the siphon an inch above the surface so it lifts the waste without the sand. It takes a little practice and then becomes quicker than gravel vacuuming.
Can I mix gravel and sand?
They separate over time, with the heavier material working downward. If you want both, use a physical barrier or accept that the boundary will blur.
