Usually, yes, if you run it near full intensity. Light sets the pace of plant growth, but plants can only use that light as fast as carbon and nutrients allow. On a tank without injected carbon dioxide, the surplus energy goes to algae instead. You can absolutely use one on a low-tech tank by running it at a low percentage on a short photoperiod, but if that is your plan, a cheaper fixture would have done the same job.

If you intend to run it at high intensity, effectively yes. How long should the light be on each day?

Will this light work on a reef tank?

No. This is a freshwater planted spectrum. Corals need a spectrum weighted heavily toward blue and violet wavelengths, which is why reef fixtures look so different. For a reef you want a purpose-built coral light such as an AquaIllumination Prime 16 HD, not a planted fixture turned blue.
